Please make sure that your document type is a pdf. You may find a free or paid scanner to pdf creator in the App Store or in the Google Play store or even scan with Google Drive or the Notes App on an iPhone. If you choose to do so, you can then use a free online tool like PDF Mergy to make them one file.
After creating your pdf you may add it to the document upload.
